**What does this PR do?**: Bump the minimum libdatadog version allowed to 0.7.0.1.1 (the latest available version). **Motivation**: "Force" the latest libdatadog version to be used, for customers that are upgrading from an older version of ddtrace to a newer one. **How to test the change?**: Validate that profiling still works fine, and that libdatadog 0.7.0.1.1 is used when installing profiler.
