First draft is ready to review. There's a lot more we could add to the dev guide, but this might suffice for now. |

We'd like to make it easier for our contributors to make contributions, by giving them some guidelines and resources that add clarity to the process.
This pull request adds two documents:
CONTRIBUTING.mdwhich describes the process and criteria for submitting contributions.DevelopmentGuide.mdwhich describes how-to topics such as writing/running tests, adding new integrations etc...
