Add Page Control Support

The task is to add some way of tracking View.Control types within the managed View.Base life-cycle shim.

This is currently relevant for Item Templates, which contain both add View.Control types to the Visual Tree and have ViewModel.Item types managed in the ViewModel.Base.

Only half the picture is covered right now and there opportunity to create a common API for this.
