Track reindexing config state during database handling #470

We need to add reindex config state tracking during database handling.

What this means is that during the following app states, we need to pass reindexing state to database handlers:

  1. During prevent-reattempts=false failed block retries
  2. During re-index-message-type message type retries

This will help us in improving log outputs and handle DB inserts/updates better.
