Feature Request - Vulnerabilities Affected Projects Count

Current Behavior

Currently the Projects count on the Vulnerabilities page, and Affected Projects count shown in the Vulnerability Details page is including both active and inactive projects

Proposed Behavior

Make the functionality consistent with the Projects screen, which would be

• by default, only show active project counts.
• add a Show inactive projects toggle to include inactive projects
