Wizard controller and service

Create a new API controller and service for the wizard endpoints defined in the specification (Issue #123).
Create models and resources that can be used for requests and responses defined in the specification (Issue #123).
The service needs a function where the URI can be matched with an available metadata retriever (Issues #124, #125, #126).
