Refactor Postman CLI file

Describe the bug
A temporary workaround file (for local Postman testing) was placed in the root directory of the repository.
Of course this file belongs in the Postman folder.

To Reproduce
Steps to reproduce the behavior:

1. Clone repository
2. Run runtests_windows.bat in root folder / run runtests_windows.bat in Postman folder

Expected behavior
The file in the Postman folder does not work. The one in the root folder does.

Additional context
Refactor file in Postman folder so it does work.
