[Check-in emails] Not all organizers use the application form

Some organizers use google form and not our application form. If they are on time, they will still receive a check-in email.

How about: when there is a Google Form in the "apply" section, we don't send an email?

@patjouk detecting google form seems like a wrong hack, as some of them might be using typeform, etc... Maybe we should just send this email if website is not live, and disregard the application form here?
