FR: localize datepicker by locale #6257

By providing a locale and using Intl.DateTimeFormat, localizing a datepicker should be much easier than the current i18n config option. And maybe allow a function to be used as format in the config.

If there's interest I can make a PR, otherwise I'll solve this outside with a small patch for a function as format.
