Year Selection is happening + or - year ranges

In a scenario, i dont have any year range.
Current Year 2020, i can see year dropdown as 2010 to 2030.

If i selected 2010, again it is calculating + or - to the selection year. Now it is displaying 2000 to 2020.

Am not able to select year 2021, i had to do two steps to go to the year.

Steps:

1. Open Start Date.
2. Select Year 2010
3. Now it is adjusting to Year by + or - 10 years.
   So i cannot able to directly select year 2021. I had to select 2010-20 then only it will displays the 2021.
