VAT 0% in repports 8.x

VAT at 0% are not displayed on any report since 8.x

Environment

• Version: 8.x
• URL(s): /compta/tva/index.php?leftmenu=tax_vat (or any other VAT report)

Expected and actual behavior

I need VAT at 0% to calculate VAT in european intra buy. (auto-liquidation)
before it was ok, but since 8.x ver. there is "$sql.= " AND (d.".$f_rate." <> 0 OR d.".$total_tva." <> 0)";"
in all the request in the fonction tax_by_rate (/core/lib/vat.lib.php).

why did you put this new condition ?

can you delete that or set a new variable to allow/disallow the display of the VAT 0% ?

The total of vat for vat rate 0% will awlays be 0. Can you describe why you need to see it ? The line will be 0.

In France, when you buy something in EU, the VAT is 0%,
but you have to calculate yourself the VAT and declare it (named "auto-liquidation")
for services : when payed
for product : when delivered

I added a new option MAIN_INCLUDE_ZERO_VAT_IN_REPORTS with this change 7b86776
to report also when vat is zero.
Tests and feedbacks are welcome
