Add the CoastSeg Manuscript to the Repository

• Add the paper contents to a folder called 'paper'
• Add the action draft-pdf.yml to compile the paper
• Ensure the action works on push
• Ensure the figures are correctly compiled in the paper

The paper is now included in the paper folder on coastseg. To update the pdf push the changes to github, then a new paper will be created as an artifact in the github action draft-pdf simply download the pdf file and replace the old version in coastseg. Once the paper pdf is in coastseg push the changes to coastseg
