Make GetPublicFacingUrl method public

I wrote an HTTP module for the RP to handle XRDS advertisement and found myself needing the GetPublicFacingUrl method. I also realized that I needed it for user_xrds.asxp which does not correctly specfiy the provider URI when behind an SSL load balancer. I think making this method public would help for some scenarios.
