When attempting to build UXL Launcher on a PC that has CryptoPrevent protection settings set to Maximum, Windows PowerShell is blocked from running via Group Policy.

Suggested fix: Don't run CryptoPrevent at Maximum protection settings when you want to build UXL Launcher. There might be a better solution to this problem, but I don't know right now.
