Improvement of Import/Export Layer System

Is your feature request related to a problem? Please describe.
Import/Export layer tool is whacky and should enable users to import files instead of having to copy them by hand.

Describe the solution you'd like
Use dialogs like a normal program to allow the users to save the layers and restore them back.

Describe alternatives you've considered
Open a dialog to save and another to import from file to improve interaction with layers,
