Issues with TextNote.ByLocation

What did you do?

Used the TextNote.ByLocation node.

What did you expect to see?

The node performing without throwing errors.

What did you see instead?

On execution, the node turns yellow and throws a warning: Warning: TextNote.ByLocation failed.
The text, however, is actually created despite of the warning and the node returning null.
Element binding does not seem to work since changing any of the inputs and re-running the script will create another text note.

Like the issues described in #1626, this bug seems to be specific to German locale. The node perfroms fine in an English language environment.

@andydandy74 Can we ask you to check this in other locales, for example French or Spanish? Is it limited to German?
