In ./components/elm/src/data_types/ColumnDataType.F90, col_cs_restart() uses the atmospheric c14 ratio for the initialization of decomp_cpools_vr C13 pools but the atmospheric c13 ratio for the initialization of decomp_cpools_vr C14 pools. This is incorrect. The bug is not captured probably because the related feature has not been tested.
