Shall it be the same for NMDS, RSO, and RS- ?

I'm wondering about the hierarchy. We have limitations ("main categories") and requirements ("modifiers"). What is the difference between them, besides their pattern of usage? How do we define them unambiguously? Why do we need this distinction?
For example, why is geographical restriction not a limitation?
