Investigate Charset Normalizer Anomalies

charset-normalizer is a dependency of the Requests library. For some reason, GitHub builds around a year ago didn't process correctly unless a specific version was declared explicitly in the requirements.

If possible, this should be unpinned, letting Requests specify its dependencies natively.

Additionally, testing of the other requirements to ensure that we have things pinned that we need and other testing to ensure the default versions will work should be performed.
