Add ecsconfig exception handling for HTTP read timeouts

When the ecsconfig utility encounters an HTTP read timeout while attempting a request against the ECS management API, the utility crashes unnecessarily. Recovering from this exception is trivial -- indeed, the error is common when ECS is initially bootstrapping or while provisionsvc is otherwise too busy to send a response.
