CESM compsets and potentially tests need to be updated from CLM51 to CLM60. clm6_0 is now an option as of ctsm5.2.0 and can be used. CLM51 is now deprecated in CTSM and we'd like to remove it as soon as other components make the switch.

Looks like this has happened in the latest code in config_compsets.xml, so closing.
