Get MEGAN and dry-deposition working with FATES for FATES no-comp mode

We want MEGAN and dry-deposition working with FATES for no-comp mode. To do this we need to have CTSM have the correct vegetation types for each patch (the ivt or itype array).

Definition of done: both MEGAN and dry-deposition will work correctly when turned on with FATES and FATES no_comp mode.

We thought it would be best to alter this issue to be just the MEGAN and not the dry deposition. I will make a new issue for dry deposition
