master has some fsurdat files for resolutions that aren't on the release-clm5.0 branch (f05, eighth degree, and hcru). These files should be removed for the non-crop case and added back in for the crop case (since now on master we can collapse crop datasets for non-crop simulations).

Also some of the high resolution surface datasets need to be examined if they had the mksurfdata_map problem.

From #673, ne120 and conus datasets should be replaced.

This has been done for the high resolution datasets so closing. We still keep non-crop lower resolution datasets so that we can run with FATES.
