unit testing for shr_orb_mod

We need to add some testing for shr_orb_mod, because not all of the options to it are tested in system tests. Specifically the variable_years option is completely untested. There is an old style simple unit test for shr_orb_mod that should be upgraded to the new PF-unit testing. And then new tests added for the different options.
