OSM plaque on building with address shouldn't match Wikidata building #377

OSM includes a plaque on a building tagged with openplaque:id, historic=memorial and the street address of the building. OSM doesn't include the building itself.

Wikidata has an item imported from NHLE to represent the building.

The address matches, but nothing else, there are no matching tags.
