Cloaking weirdness with bans

Being banned from a channel by your cloaked address doesn't apply if you have a hostserv cloak somehow.

i think what's happening here is that the cloak is not stored in a 3rd line in the user's struct. the cloaking module should write the cloak to a modularvhost char thing as well as whatever's up with the current way. i'm not a programmer though, I've just pored over the code of tonnes of different IRCds to modify them :p
