Issue and Steps to Reproduce

I've been seeing these crashes in my own tests on GCP runners, but haven't found the cause yet:

lightningd: lightningd/json_stream.c:225: json_stream_output_: Assertion `!js->reader' failed.
lightningd: FATAL SIGNAL 6 (version 3c4475f-modded)
Log dumped in crash.log.20200123070457

It seems to happen only with test_plugin_command.
