elm-format in Windows cygwin cannot find files in mounted drive

This is a duplicate of avh4/elm-format#400

For some reason that was filed in the elm-format repository, rather than here. I can make a pull request with that change if it helps. If it's less work for you to make the change (rather than coordinating with me) that's fine too.
