Description
I cannot for the life of me get the combo points to show up on my target frames on my current character. However, the EXACT SAME settings/profile on the SAME CLIENT with the SAME ADDONS on a different character work just fine. I have tried tweaking every single setting, I have tried detaching them, I cannot get it to work.

I HAVE TRIED:
Changing targets (lol)
Clearing cache.
Deleting Elvui information in WTF folder for the bugged toon.
Deleting Elvui information in WTF folder for the account of the bugged toon.
Toggling and changing every single option in the target frame options.
Reloading.
Relogging.
Restarting the client.
Updating the addon.
Trying it on the default profile (default settings).
Matching every single interface option.
Loading WoW as admin.
Copying the .lua files from the working character to the bugged one.
Deleted WTF entirely and not changing a single setting before trying again.
Downloaded a completely fresh client, didn't change a single setting from default.
Downgrade to Elvui version 6.06.
Downgrade to Elvui version 5.46.
Downgrade to Elvui version 5.29.

None of these things worked.

Version Number
6.08, just re-downloaded it today to see if that would fix it.

Steps to Reproduce
I'm not sure how to reproduce it since it does not consistently happen with the exact same settings on two different characters. They are both druids, too. It consistently happens on the bugged character and it consistently does NOT happen on the working character.

Expected Behavior
Combo points should be visible on the target frame when enabled.

Actual Behavior
Combo points refuse to show up on the target frame no matter what setting is toggled, but only for this one character despite the profile and settings being exactly the same.

Only ElvUI Enabled
Yes, the issue is present with only Elvui enabled.

Blizzard Issue?
I can see combo points just fine on my target frame without Elvui.

Is there a chance there is something server side causing this? If that were the case, wouldn't I be unable to see combo points on the target frame on the Blizzard UI?

Can you share your ElvUI.wtf config file?

Sure, but I'm not sure which file you're referring to. Are you referring to the .lua and .bak files in the WTF folder? And if so, the ones in the Account folder or specific to the character?

Sorry, yes ElvUI.lua not ElvUI.wtf

You can upload *.lua files directly to github if you just rename them .txt on the end.
So ElvUI.lua should be renamed to ElvUI.lua.txt and then you wouldn't need to use whatever file host that is.

Alternatively, https://pastebin.com/ is a safe and accepted alternative.

Having said all that, I was unable to replicate your issue in my local unmodified server.
An important thing you left out is that these two characters are on different servers.

Have you tried switching to a different profile, /reload and then switching back?
Or use the export profile function and then import it with a different name (maybe another /reload for good luck).

Excellent, good to know, thanks! Sorry, bit of a github noob.

They are, yes, though run by the same people and using the same realmlist. I also made some level 1 rogues on the same server as the bugged character and used the same profiles and they worked fine.

(Did a /reload after, didn't make a difference)

An update: With continued play, it went away.

Things I did that might have done it, though I have no idea why:

Got dual spec
Did bear form quest
Hit level 72
The server restarted

So I really don't know.

Based on your screenshots (one of the dummies is a yellow 70 and one is a grey 70), your working character is higher level than non-working.
What levels were these characters when the issue occurred?

My bugged character was 68. Working was 80.
