Address isReady=true when in phase Pending

Describe the bug
For addresses that are in the Pending phase, i.e. not yet processed by the standard-controller or exceeding quota, the .status.isReady field may show true.

This is misleading, as the isReady should not be true until it has moved into the Active phase.

To Reproduce
Steps to reproduce the behavior:

1. Create standard address space with standard-small address plan
2. Create address with standard-xlarge-queue plan
3. Look at address .status.isReady field

Expected behavior
That isReady=false for the address.
