Hi! Thanks for great post!!
This is some follow up for problems I faced. I will list problem and solution for future reader!

Problem 1: Got 404 response when I accessed localhost/~USERNAME/wordpress-heroku
Solution: Move wordpress-heroku folder under Sites you created.
Question: I think you need to update directory route in ~YOURUSERNAME.conf and UserDir value in httpd-userdir.conf. Is that correct?

Problem 2: Install PHP PGSQL link is dead.
Solution: Here is a new link. https://gist.github.com/giorgiofellipe/6282df335fd310de4108. I used this script https://gist.github.com/doole/8651341
