Create a replication of elfe database for testing and debugging

The current replication of elfe database isn't sufficient as it does not contains all types of consumers. The objective is to have a database that have the same structure for test purposes. This database will be able to contain several different use case that aren't based on real users, but rather on fake equipment. It will also need to take into account the fact that the users aren't actually bounded to real users so the mesurment of consumption isn't possible
