Add netdx option for static versus dynamic simulations

I have encountered a need to run static simulations on netest objects efficiently, before running a dynamic time-series simulation, which uses the edges dissolution approximation. I imagine netdx would have two modes, "static" and "dynamic", for a netest with the approximation. All the current infrastructure should carry over.
