- The ctest_run executable has been moved to avoid import confusion. - The ctest_run executable will not modify PATH - When adding a test the PYTHONPATH is set as property.

Clean up of the cmake + python machinery. The intention is that
libres(and other) modules should be able to use the cmake files from this module.
