The goal is to minimize the total number of OD pairs we have to calculate.

This issue will not be addressed. BetterBusBuffers will be deprecated with the release of ArcGIS Pro 2.9, which will include the Calculate Transit Service Frequency tool with equivalent functionality. That tool implements chunking and does a preselection to minimize the number of points analyzed.
