Rundeck ACLs

Hi,

I was looking at enabling LDAP for our deployment and couldn't find a good way to set the acl policies (but I might have missed an easier way to do it)

I've done a very basic setup and raised a PR but thought it was best to post here and just confirm the way i've done it is okay?
