Plugin config should not be located in plugin directory #77

Permanent repositories and tags load history is stored per user however plugin configuration is stored per plugin which may confuse users. Also plugin directory may be locked for creating files.

From now the config is stored in %USERPROFILE%.tags-config file.

Implemented in build 2.1.0.69.
