Yes, that's by design.
Span has a different meaning than you expect.
It usually triggers two events for a schedule, one "start" event at the given time, and one "end" event some time from the start event.
If you would configure it as in your example, it would trigger the start event every second and then the end event 30 seconds later. But in the time it already triggered 30 start events; you would first get 30 start events followed by 30+ end events which isn't very useful.
What you probably want to do is to create your schedule that periodically runs every second with only a start event (no span) and then a 2nd schedule that disables the first schedule after 30 seconds

The schedule form doesn't allow adding periodical schedules for a time span.
E. g.: A schedule for a recurring event every second for 30 seconds:
