Instead of providing direct entry download an OPDS acquisition link should always create a UserAcquisition instance (according to the EVILFLOWERS_USER_ACQUISITION_MODE setting).

Resolved by introducing EVILFLOWERS_ENFORCE_USER_ACQUISITIONS environment variable. If this setting is true (1) the access to the /v1/data/acquisitions/<uuid:acquisition_id> will produce to HTTP 303 - See Other redirect to the UserAcquisition created according to the EVILFLOWERS_USER_ACQUISITION_MODE
