Default CP view for member groups with no 'create' rights still shows 'create' dropdown on "Content" panel

Description of the problem
If a user without "Create" permissions logs in to the site, the default landing screen includes a drop-down in top-right corner of the "Content" panel labeled "Create New".

This should not appear since the user cannot create new entries.
