Alternatively, there is a chance to find it in most Overworld dungeons, or in End Cities.

Trivia:

The Architect's Inkwell is used to iscribe formattable name and text lines on the Lore Fragment.

It allows for complex manipulations, such as adding, removing and replacing name and text, by using a set of special symbols.

Notice, that color and font formattings can be applied in any place of the field, any amount and any combinations. If one color formatting is followed by a different one, it will override the previous formatting for all the text that goes after.

All special and formatting symbols, however, are counted towards the maximum number of symbols that can be entered in Anvil's name field. Enigmatic Legacy expands this number to 64 from vanilla's 35, to ensure that long enough lore lines can be created - but still, spamming formattings will significantly limit the actual amout of displayble text that can be entered.
