[suggestion] Update gas cells and storage buses to have priority and partitioning ability. Please?

I haven't really used it in another mod, but when using it with mekanism specifically, I end up filling my gas cells with just hydrogen and oxygen because the electrolytic separator just keeps filling them up. I know that I can work around this by attaching a storage bus to a connected gas tank. But then what use are the cells? Speaking of, the gas storage bus could be better as well if they had priority and partitioning.
