If I'm getting correctly the goal of that icon it should be to open the issue into another browser's tab/window while keeping the current view as it is (eventually focusing the latter, that is perfectly fine).
It seems to be that the "click" event is still propagated to the parent table's row element and due to this the table view still opens the issue in the current window.
