Add a Welcome screen to Seamly2D that opens before the Seamly2D app starts.

Screen to contain:

Ability to allow new users to set basic units, decimal seperator, and GUI language without having to use the Preferences.
A "do not show again" checkbox, that can be reset in the Preferenences.
An OK button.
