Item: [Memento of Tyrande] do not proc on every kind of spell

How it should be

The Memento of Tyrande gives you the chance to get the buff Bonus Mana Regen.

Each time you cast a spell, there is chance you will gain up to 76 mana per 5 for 15 sec.

So any kind of spell you cast can trigger the mana regeneration buff.

It can proc every time you cast a spell. 10% chance of giving your 76 mp5 for 15 sec, 45 sec internal cd.

It can proc even from harmful(damaging) spells but I dont see a real use for it since there are so many better trinkets for casters dps.

It procd for me while using Inner Fire... right before it started a fight.
It has a decent proc rate tbh, 3-4 times or more / fight (didin't use it with proc addon yet)

How it is

Some spells like HOTs (Lifebloom, Rejuvenation, ...) or Buffs (Watershield, Thorns. ...) do not trigger the mana regeneration buff.
