Improve Workflows

[FerMod]

This fixes some issues with the release.yaml workflow and cleans up the workflow.

• Added use of cache with using the action actions/cache.
• Cleaned up the workflow.
• Fixed steps using matrix.build_target instead of matrix.target.
• Replace unmaintained action actions/upload-release-asset with softprops/action-gh-release.

Types of Changes

• Bug fix (non-breaking change which fixes an issue)

• Breaking change (fix or feature that would cause existing functionality to not work as expected)
