login and unified sign in should handle GET for authenticated user consistently

For /login - a GET from an authenticated client returns user info - that's it.
For /us-signin - a GET from an authenticated client doesn't return user info but does return addtional info about available methods etc.

Since changing this is a slight API change - wait until 5.5
