If you happen to land from a large height on the extended part of a rock smasher the particles created are untextured.

No... it's not. It's because we don't set a block texture for the rock smasher.

I tried giving the dummy step particles without giving it a texture, but the methods that offer that didn't do anything. Therefore Forge's fault.

It's actually because the dummy-block that's placed between the smashers doesn't have a texture.
