QA checks on test data

At present, the etl.post_etl_queries table is not populated after running test data

Describe the solution you'd like
After either test_data or synthetic_data containes are built, we should have a set of qa checks available to use in post_etl_queries that correspond to the data in flowdb

Describe alternatives you've considered
Test fixtures in flowkit that provide mock qa data would dependl less on 'magic value' tests, but may depend on an inconsistency between flowdb data and etl tables.
