Add a package.json script for parsing csv files

with the latest changes to parsers inside projects3.0 we don't have a script to parse the CSV files

looks interesting. i like this idea. especially that i know how to create a nodejs and make it callable from pkg. at sd repository we used for that stuff - shelljs package

should package.json be in the root dir or in projects3.0?

i still prefer to have separated pkg.json methods for each dataset :)
